Once a need has been established, it is time to start the planning phase of the Professional
Development program. The planning stage can be broken into two parts:
Pre-Planning and Planning.  
During the Pre-Planning stage, there are some basic questions that must be addressed?
Where will the resources come from for the content of the program?
Are there resources on the Internet or Professional Journals that can be used?
Does the State have information on their website that can be used?
Will the program consist of a Professional Development node already on the Internet?
Will the program be an on-going effort to improve student learning?
Will the delivery be Face-to Face (F-2-F)?
Will the delivery be online or electronic?
What type of materials will be needed?
Will the teachers be paid a stipend?
Where will the program be offered?
Will the program be offered during or after school?
Will the program be offered on a weekend?
How long will the program last?
Should there be more than one time the program is offered?
Who will the program be geared to?
Will the program need to provide technical support?
How will the program be evaluated?
Who will help implement the program?
Are there outside resources that will be needed?
Are there special considerations that need to be addressed from the school or school system?
What type of Evaluation will be used?
